Regarding vertically managed units, Binjiang has quite a few.

Compared to the aforementioned units, located at No. 65 Second Ring Road West in Chonggang District, the Agricultural Ministry East Sea District Fishery Port Supervision Bureau Binjiang Station is the most inconspicuous, even though it bears the Agricultural Ministry's sign.

The number of people coming for business is not many, and the gate is always closed.

Not only do the public not know what this unit does, but many officials are also unclear about it.

Deputy Director Zhou Hong of the Agricultural Bureau, who is in charge of Fishery Administration, is one of the few regulars here. Not only is he very clear about what the Fishery Station does, but he also greatly respects Station Chief Shen who has worked here for nearly ten years.

Nowadays, everything focuses on economic construction, and agriculture is far less popular than industry.

Station Chief Shen was once temporarily dispatched by his superiors to serve as the North Pacific Cruise Commander, expelling foreign fishing boats that encroached upon our exclusive economic zones, and even commanding a fleet of Fishery Administration Ships to confront the maritime law enforcement vessels of a certain country, safeguarding the rights and interests of our fishermen.

At sea, the Fishery Administration law enforcement ships are smaller than others, not as well-equipped, and even unarmed, having to grit their teeth and maneuver around others.

Binjiang Fishery Station is an outpost of the East Sea District Fishery Bureau, supervising fishery and port management and maritime fishery production in Binjiang, and also coordinates with relevant Binjiang departments in managing fisheries resources of the Yangtze River, because the East Sea District Fishery Bureau has a unit attached to it, called the Yangtze River Fishery Resources Management Committee Office, abbreviated as "Changyu Office" or "Yangtze River Office."

But the institutions along the thousands of miles of the Yangtze River are more prominent than one another, with both banks engaging in construction. If they're not building dams for hydroelectric power stations, they're developing ports for industrial expansion. What the Ministry of Agriculture Fishery Administration can truly manage is not that much, and in recent years, its main work has been communication and coordination with relevant departments downstream, taking the lead in the fight against illegal eel fry fishing.
