High above, the wind howled.

Homelander gazed down toward Manhattan, narrowing his eyes slightly.

At the Arch, he noticed a squad of cops sneaking around, taking cover behind buildings, cars, and shrubbery as they inched forward.

Near the Arch, a metal cylinder was installed on the ground. Homelander recalled that when Jeff had demonstrated the "Groundquake Device," similar cylinders scattered across Manhattan had begun vibrating, releasing shockwaves that mimicked a small earthquake.

His gaze flickered to the Raptor armor standing guard by the Arch, and he chuckled softly, "So, they're using city surveillance to pinpoint these devices, huh?"

"Are they trying to take them out before negotiations? To get an upper hand?"

"They must know it won't be easy."

Homelander shook his head. "Those bureaucrats aren't that dumb. If they were, the government would've toppled long ago."

"Could be a decoy. A distraction for the real play."

"So, maybe they're aiming to extract Arnold instead?"

"Not simple. Even the elite forces wouldn't be a match for these suits."

Homelander lightly tapped his forehead. "Seems Edgar's already struck a deal with the feds."

"And that old fox Edgar doesn't bite unless the bait's worth it."

"Did they offer him access to the Project Zero armor tech?"

"Probably not enough."

"Allow supes into the military?"

A smirk crept onto Homelander's face as he looked toward the Empire State Building.

His vision pierced through the building's walls, and he spotted a familiar figure—Maeve.

She was stealthily making her way up to the top floor, skillfully evading every camera.

Homelander squinted. "Edgar, you've got your hand in this too."

He quietly added that to his mental list before shifting his gaze back to the building, where Maeve was quickly ascending through the emergency stairwell, reaching the top floor in no time.

There, she lifted her wrist and spoke into her comms.

Homelander knew that the suits of the Seven all came with a built-in communication system.

Maeve was definitely contacting someone.

His gaze drifted back to the hall, where he spotted Starlight.

Homelander gave a low whistle. "An inside-outside operation, huh?"

"Alright then, let's see what tricks they have up their sleeves."

Inside the Empire State Building, Starlight suddenly heard Maeve's voice in her earpiece.

"Starlight, you still in the hall?"

Her heart sped up, sensing something big was about to go down. She turned, keeping her back to the stage, and replied softly, "I'm here."

Maeve paused briefly. "The feds want Arnold out. Looks like it's on us."

"My plan is to break in and draw the suits' attention. You grab Arnold and get him out. Think you can handle that?"

Maeve was taking on the hardest part, leaving Starlight with the easier task.

But the girl hesitated, then replied, "What about the others?"

"Even if we get Arnold out, Mr. Z will still hurt them, won't he?"

Maeve was silent for a few seconds before saying, "That's not for us to worry about. Our job is to follow orders. The feds will keep the media quiet, so we won't face any backlash."

Starlight shook her head. "That's not what I mean."

"I'm not afraid of being blamed, but I can't just ignore all these lives in the hall for one Arnold."

"And I promised to protect them."

Maeve sighed. "Starlight, we might be superheroes, but you've been in the Seven long enough to know that sometimes, we're just playing the part."

Starlight stared in disbelief. "How can you say that?"

"We are heroes!"

"At least, that's what I see in Homelander."

Maeve scoffed. "Homelander?"

"He's just playing a superhero game."

"If he was a real hero, would he have slaughtered so many in that hall?"

A pang of sadness hit Starlight, like a cherished belief shattered in an instant.

She bit her lip, glancing out the window at the burning bridges and rising smoke, then looking back at herself.

She took a deep breath and declared, "Even if that's true, at least tonight, I'll be a hero."

"I'll keep my word and protect everyone here."

In the stairwell, Maeve chuckled with a touch of resignation. "Alright, then. You create the distraction, and I'll save Arnold."

"Once I get him out, they'll likely come after us, giving you the chance to get everyone else to safety. How's that?"

This time, Starlight didn't hesitate. "Deal."

Just then, a man pushed his way through the crowd, raising his hands and announcing, "I'm Sergeant Andrew, Department of Defense."

"Secretary Wilson would like to negotiate about Manhattan."

On stage, the silent Titan armor turned to face him, and Z's synthesized voice responded, "Put it on speaker, Sergeant."

Sergeant Andrew placed his phone on the stage, turning on speaker mode. A voice came through, "This is Wilson."

Starlight scanned her surroundings, then quietly moved beneath a chandelier.

She heard Z reply from the stage, "This is absurd. I won't agree to such terms."

"And tell your cops on Manhattan to back off. Don't think I don't know what they're up to."

It sounded like negotiations with the feds were already underway—a perfect chance.

Starlight raised her hand to her earpiece and whispered, "I'm moving. Wait for my signal."

She lowered her head, letting her hair shield her face while her eyes began to glow, a brilliant light flickering in her pupils.

As her eyes glowed, the chandelier above her flared up, suddenly blazing like daylight, with bolts of electricity sparking off, forcing people below to scatter.

On stage, Titan armor noticed the unusual brightness and turned toward the chandelier.

Starlight snapped her head up, arms raised, and shouted, "Now!"

At the top of the Empire State Building, every window flared with light, as though a new sun had risen within.

High above, Homelander's lips curled as he watched the glow from the building, whispering, "Wow~."
