"Are you deaf, old man? Didn't you hear what I said?!" The Raikage let out a mocking laugh. "What's wrong? Or would you rather we Kumogakure beat you up first to warm you up?"
"Konoha was right about you. You raised so many shinobi and now you can't even get enough food to feed them. You, the Tsuchikage, can't help but send them to the battlefield to die, right?"
The Raikage's provocation was sharp and full of confidence. After all, among all the villages, Kumogakure was the only one that was functioning without any major internal problems.
Onoki's face was gloomy. "Don't talk nonsense! If we Iwa-nin united, eliminating a brute like you would be child's play."

If he had the choice, he would never have allowed this summit to be held in his nation. But he did not have the power to refuse it.
"You two, please be patient." The Third Kazekage stepped in, trying to mediate. His voice was firm, but conciliatory: "This meeting has one goal: to plan how to attack Konoha. We cannot allow our internal disputes to distract us."
"As leaders of our villages, we must maintain at least a minimum of decorum. But, having said that, it is better to avoid empty words that lead nowhere."
At the time, the Kazekage was probably the most anxious of all. Sunagakure was on the verge of economic collapse, and the relationship with the Daimyo of the Land of Wind was increasingly strained. Without the Daimyo's financial support, the only solution he saw was war so that he could reorganize the network of vested interests.
In addition to economic problems, the thirst for war was growing within his own village. High-ranking advisors, such as Chiyo and Ebizo, along with Sasori, kept reminding him of the need to take revenge on Konoha.

Hanzo was convinced that, had it not been for Sunagakure's interference, Amegakure would have defeated Konoha, gained rich lands, and raised its status to the level of the other great villages.
The Kazekage narrowed his eyes and replied: "Hanzo, Konoha's evaluation of you is really fair!"
"Who are you? You don't even have the title of Kage, but you're still pointing fingers here. How ridiculous. Do you really think you're a demigod in the shinobi world?"
Hanzo snorted coldly. "And who are you? The only Kage who is not respected by his own Daimyo. Now that is unique."
The Third Mizukage, for his part, remained silent, watching the spectacle with weary eyes. In his own village, the mist was filled with betrayal. Clans with Kekkei Genkai ignored his orders, while the Kaguya clan was planning to rebel.
Watching the discussion unfolding between the other Kage, the Mizukage could only sigh.
"Why are you shaking your head? Mizukage..." Onoki pointed at him with a piercing gaze. "If it weren't for your crazy Second Mizukage who came to bite Mu-sensei during the First Shinobi World War, perhaps Konoha's problem would have been solved long ago!"
"Before you shake your head at us, you should look at your own village. You have so many powerful bloodlines, but you can't even control them."
Tensions flared again.
The Mizukage slammed the table hard. "You old fool, if our Second Mizukage could take out your predecessor, then so can I."
"So you try? Can you, a Mizukage who can't even control a Kekkei Genkai, stop my Kekkei Tota?"
In an instant, the meeting turned into total chaos.
Behind each of the Kage, their guards remained alert, activating their chakra and secretly performing seals, ready to respond to a possible battle.
However, after a while, the Kage, although their throats were dry from shouting, stopped arguing, but their faces still showed dissatisfaction.
Everyone silently mused: It seems that Konoha's information was true. This is how things are in Kiri/Iwa/Ame/Suna/Kumo...

The Third Kazekage nodded silently, not contradicting the Raikage this time.
