Chapter 10: Chapter 9 : The Economic Agreement
He looked at the man with the striking black mustache, who stood before him, offering a formal, almost royal bow.
"Greetings, Your Majesty Nagato and Your Excellency Prime Minister Konan. I've come to discuss the 'Ame Shogunate's' debt—whether the Kingdom of Erlania will indeed inherit it," the man said with a smile.
That phony smile triggered something in him. It reminded him of the man who'd taken away his parents' inheritance. That man used to smile just like this.
"Rest assured, Yuuichi-san. The Kingdom of Erlania will inherit the 'Ame Shogunate's' debt and will repay every loan the previous government took out with the Hino Shogunate. After all, it was I who arranged the loan," Konan, seated beside him, responded with practiced professionalism. "However, there's a condition."
Yuuichi Akabane, the Hino Shogunate's Ambassador to Ame, possessed the look of a Yamato Japanese man, with his black hair and yellowish-white complexion common to East Asians.
Yuuichi's eyes narrowed at her words. Then, he quickly smoothed his expression back into a smile. "May I ask, what is this condition, Your Excellency?"
'Damn, this blue-haired slut. She took out the loan, yet she dares to set conditions,' Yuuichi thought to himself.
"The condition is that the Hino Shogunate must order its Shinobi village, Konoha, to cease any further intervention concerning the Akatsuki and drop the prejudice that the Akatsuki has ties to the new government, the Kingdom of Erlania." After saying that, Konan took a sip of the tea she was holding.
"That's impossible. As long as you continue hunting the Bijuu, the Hino Shogunate will not agree to these terms. Besides, it is the responsibility of the Kingdom of Erlania, as the new government, to shoulder the debts of the old regime," Yuuichi stated firmly.
These terms crossed the line for the Hino Shogunate. The distribution of the Bijuu was the symbol of a great power balance in the world. And now, these two people before him had come to possess seven of them. This had shattered the balance of power in the Shinobi world.
Therefore, the Hino Shogunate could not tolerate the Akatsuki's brazen behavior any further.
For a year, the Hino Shogunate had turned a blind eye to the Akatsuki's actions on the international stage. This was because the benefits gained from the Hino-Ame treaty were more advantageous.
But now, things were different. If the Akatsuki continued to gather the Bijuu, it would threaten the safety of the Hino Shogunate.
After all, the safety of the nation came first. There was no way he would agree to these terms.
"Very well, what terms would the Hino Shogunate find acceptable?" Nagato asked.

On the surface, Ame appeared to have no diplomatic ties at all. But in reality, Ame had diplomatic relations with the Hino Shogunate and some other smaller Shogunates.

Konan used her connections to borrow 25 billion Ryo Konoha from the Hino Shogunate. Of course, since it was a loan, it needed to be guaranteed. The collateral was two of the largest gold mines in the country of Ame, and three coal mines.

The terms of the Ame-Hino Treaty were:
Ame would give the Hino Shogunate the right to operate the two gold mines and the three coal mines for a period of ten years from the signing of the treaty.
In return, Hino would loan the Ame Shogunate 25 billion Ryo Konoha for ten years at an annual interest rate of 5%.
If at any time Ame could not repay the loan plus the interest, Hino would be entitled to permanently take ownership of the mines.
When he read this treaty for the first time, it gave him a stomachache, seeing the interest rate. Erlania's GDP was only 30 billion Ryo per year, and that was before deducting other expenses.
And the amount Erlania had to pay every year, plus interest, was 3.75 billion Ryo Konoha.

Konan observed Nagato's right hand, which was poised to unleash a Shinra Tensei. It caused her to break out into a cold sweat. She quickly grabbed Nagato's hand and then spoke to Yuuichi.
"The Akatsuki organization can be disbanded, but the Bijuu cannot be returned. They were the result of our hard work. I promise, as the Prime Minister of Erlania, that the Kingdom of Erlania will no longer hunt any more Bijuu, nor will we target Konoha's Kyuubi or Kumogakure's Hachibi." Konan spoke hastily, fearing that Nagato would lose his patience, and if that happened, everything would be for naught.
Yuuichi, terrified, nodded quickly. He felt if he said one more selfish thing, he would die today.
He immediately took a piece of paper from his bag. Then, he wrote a new treaty, which he named the Erlania-Hino Treaty. The content was the same as the previous treaty. What made it different was the addition of a new paragraph.
"Please sign here, Your Majesty and Your Excellency the Prime Minister." Though he hadn't succeeded in convincing Erlania to return the Bijuu.
He had succeeded in getting them to disband the Akatsuki and get their promise that 'They' wouldn't hunt for any more Bijuu. As long as Erlania or any similar organizations created by Erlania didn't 'target the Kyuubi and Hachibi', the Hino Shogunate would close their eyes and ears. The Daimyo would understand.
Konan and Nagato finished signing the agreement.
"Very well, from this point on, the Hino Shogunate will no longer associate any issues, actions or anything the Akatsuki does in the future with the Kingdom of Erlania. The Hino Shogunate will consider the Akatsuki a separate entity and that it has nothing to do with the Kingdom of Erlania." After reading that, Yuuichi tasted a faint bitterness on his tongue.
Konan smiled upon hearing this. "It's a pleasure doing business with you, Yuuichi-san," Konan said, standing from her seat. Then, she held out her hand to shake his.
"Yes, a pleasure doing business with you," Yuuichi responded with a smile. But in his heart, he thought, 'You damn cunning woman.'
"Yuuichi-san, I hope you'll return to Hino after one month," Nagato suggested, who had been observing silently.
After Yuuichi finished the handshake, he sat back down.
"Why is that, Your Majesty?" He was a bit confused by this.
"Erlania currently has no technology or experience in building ships. Don't forget, we are currently thousands of kilometers away from the Shinobi continent," Nagato explained.
"I see, very well. I'll wait for one month. If that's all, I beg your leave, Your Majesty Nagato and Your Excellency Prime Minister." Yuuichi took his bag and left after giving a bow.
He didn't inquire further about why the landmass of Ame, now Erlania, was now in the middle of the Kaiju Ocean. Different nations had their own secrets. And he, as an outsider, had no right to know them.
After watching Ambassador Yuuichi Akabane leave, Nagato ate a cookie that was on the table.
"I apologize Konan, I nearly lost my temper earlier," he said.
"It's fine, I understand," Konan responded softly, taking a cookie from the table.
"In that case, I'll head back home. I'll leave this event to you," After saying that, he vanished in a puff of white smoke.
Before Konan could respond, Nagato had already disappeared.
"That man..." Seeing this, made her a little angry.
